Your telegram No. 389 of the 21st June.

The Minister for Foreign Affairs made a reply to the same effect as yours to the American communication. He told the American Arabassador that it was very late in the day to want to come to an arrangement which had been under discussion so long and was actually signed, but if the banks interested accepted American co-operation the French Government would not make any objection. The Ambassador informed him that it was the German Government which had given the most favourable answer, but that it was the German banks which had made the most difficulties.
